The State Government’s advisory board for sustainable development has initiated the “Leitstern Energieeffizienz” competition (Guiding Star of Energy Efficiency) at the district level to promote best practices in energy efficiency. ZSW has been asked by the Ministry of the Environment, Climate Protection and the Energy Sector to develop and implement a respective concept. The complexity of the project suggests a modular competition structure. Due to the key role the heating sector plays in the achievement of the climate protection targets, the 2014 competition was focused on heating. The electricity sector was added in 2015 and the transport sector will be the main topic in 2016. The competition is based on an indicator system that assesses the efforts, activities and measurable success achieved by both rural and urban districts. Aside from prizes for the leading districts, special awards were presented for innovative activities in the field of “mutual learning”.
